    Kit,
I thought that the "eye" image was to show that the rest area
was double-sided and would look like an eye from an aerial view.
So if there is no "eye" image, I think it might mean that the
rest area did not have the symmetrical appearance from above.

I didn't use a map, but I checked lists of rest areas the other day. All dig sites so far have been double-sided rest areas (two are also service plazas). Six are North/South and three are East/West.

    Default map

    Kit,
    Thanks for the map.
It helps to see the distribution of the numbers.

Looking at the map, I like Utah.
It has a lot of ski-resort connections.
    It has Interstate 80 (4T cups + 4 T shirts)=(40+40)..or (Old I-40)
Mile marker 10 is at Salduro. (The bowl and spoon on top of the
    kitchen cabinet form a "10".)
It has asymmetrical rest areas...No "eye" image here.

    Default visual state clue

It seems that most of the states have
been determined by use of picture-clues
(except for the use of the magic square
on the fifth floor...which gave a number)

Here is another visual state clue...
The pink fluffy stuff looks so much like
    cotton candy..especially in the flask
on the top of the fireplace.

Cotton candy was introduced in America
at the 1904 World's Fair in St. Louis., Missouri.

    There are several possibilities
Interstate "44". from all of the fours
Mile Marker 235 from the various colored eyeballs
in the bowl and on the table
This set of rest areas is also asymmetrical...with
    no "eye" image here.

This is by no means the only possible Hyw/MM combination
    for Missouri.

I don't think it is meant to be cotton candy. Cotton candy is shown on Jigsy Squonk's floor (7), and they do not look anything like the other.

I hate to tell you this but the rest site on I-39 mile 2, is only on one side of the road, at least at the Wisconsin side of Illinois where my daughter found the Emerald 8, I don't think there is a mile mark of 2 on the other end of I-39.

    cwgnr,
That seems to verify the idea that if there is an
"eye" image on the floor, then the rest area is
symmetrical...on both sides of the road...directly
across from each other...looking like an "eye"
    in the aerial photo.

If there is no "eye" image...then it is either a
single rest area or asymmetrical...not directly
    across from each other.

1st time poster. I mean really, 1st time posting on anything ever. Be kind.
Any Utah diggers available? I'm in NY but I think I have a good idea for Utah.

    Welcome!

If you do not intend to go after it yourself, you might as well just post your idea here.

    Default Utah

I think the periodic table is sort of mirrored in the shelving unit on the right. A rope hangs down and obscures some of the elements and their rows, as does part of the wall. On the shelving side, a ladder (another climbing implement) obscures some of the shelves. The emerald drawer is the 6th one down from the left of ladder, in the first non-obscured row. If you look back at the periodic table and want to find the mirror image of the 6th spot down in an non-obscured row after the rope, you hit the element U. And then a lot of elements after that have U's and aren't really supposed to be there. In between these two walls is the hearth with a lot of bubbling and things changing state. I think that links the two sides. Plus there is firewood between them. And he turns firewood into laughter. If you link the left with the right and the link become clear, you'll be laughing too.
Lastly for the State---Utah and Salt Lake? Tears? Maybe a connection. Plus the search for gold. There's a big history of mining in Utah obviously.
Now, emeralds into eyeballs. The bowl of eyeballs (plus the one on the table beside it) give the Interstate. Even the direction!
Want the mile marker? Look at the blackboard. And check a map, you'll find a rest area right there.
Though I cannot be there for a dig, could I get a nod of recognition if I'm right?

This is excellent work, Kurlock. I found a Utah solution awhile ago through a much more complex process - got to learn to simplify! - but I let it go because I couldn't find the highway and mile numbers to support it. (It started with the Ladies Home Journal mentioned on Floor 11....)

I wonder if the "in/out" signs on the machine are even a clue: In Ogden, Utah? (Or the O could represent the "hole" in which the emerald rests, in which case this solution would be "O in UT".)

Animal Painter has been getting a skiing vibe from this floor, so Utah would be consistent with those clues.

I got the I-15 from the eyeballs, but I'm not seeing a clear match for the mile number among the blackboard clues or solutions. Sometimes the following website has mile numbers that disagree with official state websites. Can you give us a little further hint about the mile?
Utah Rest Areas | Interstate Rest Areas

I'm in Massachusetts, so I won't be going on a hunt in Utah, but I do have some young cousins in Utah. If they are up for a treasure hunt, I'm sure they would be delighted to credit you if the search is successful.
