1. How to Narrow the search

I have analyzed the "found locations" and their clues.
It appears that every floor that has the image of an "eye"
incorporated into the drawing, has had a double-sided rest area
with each area directly across the road from the other.

The "found-locations" that were in single-sided rest areas, or
areas which were not directly across from each other,
had no image of an eye incorporated into the drawing
for that floor.

The one exception is floor 8. There is a very crude drawing
of an eye used in the rebus "connect-eye-cut".
The "mm-clue-eye-images" on the other floors are more realistic.

This being said, on the remaining undiscovered floors we
can eliminate some rest areas from consideration by determining
how they are laid out.

Floor 12 has no eye-image...
Therefore, its solution will have a rest area that is:
not double-sided or not directly across from each other.

Floor 9 has an eye-image...
Therefore, its solution will have a rest area that is:
double-sided and directly across from each other.

Floor 4 has an eye image...
Therefore, its solution will have a rest area that is:
double-sided and directly across from each other.

Hope this helps reduce the number of searches.

2. I think the very fact that there is an exception for the 8th floor may negate this theory.

The drawing of the rebus eye is primitive...
like a child's stick figure drawing.

The eye image used to denote the type of
rest area is a more realistic drawing.
There is an artistic difference in their appearance.

Only after this whole hunt if completely over, will
we know for sure if this rule holds.

4. It's a worthy speculation, but it's always a must to check both sides of the rest areas.
Just stay out of the rough and heavily weedy sections if you want to avoid any nasty rashes.

5. List of all Interstate #s

Here is a website that lists all Interstate #s in the USA.
It may help to eliminate some states from consideration...
and include others...

I don't know whether this plays a role in this analysis or not, but it just occurred to me that the taters in the pantry on Floor 8 have sprouted. This means they have eyes, right?

7. Arizona and New Mexico

Just looking at the map of found-treasures

and noting that Arizona and New Mexico are in
the direct path between the California and Texas locations...
(Hyw 10 is a straight shot to the Texas location
from California...traveling through Southern Arizona
and New Mexico)

(AR is the missing element in the red circle.
It could mean Arizona...even though that is not
the legally correct state abbreviation.)

These states are prime locations for one of the last
3 treasures.

Arizona had to temporarily close several rest areas
last year, but has opened several recently...
including several on Hyw 10.

Interesting. Just noticed:

Five Test Tubes = Five Buttes Set

There is a place called Five Buttes near Interstate 40 in Arizona. I-40 in AZ apparently has only two turnouts and a one-sided Welcome Center. The nearest turnout to Five Buttes is two-sided, and is at Chambers (mile 316).

10. Anyone in or near Oregon?
