    Indeed,

TRY the blue / purple frame letters on the EVEN page numbers.
    This generates the words
    TO RUSTY
    ,,,,,,,,,,,,

This is page 5 ( = "V" in Roman numberals).

Fandango is guarding something - the treasure.

Fandango is making an "L" shape with his arm, and so is the snake.

"TREASURE" + "VL" = RUST REVEAL

This is confirmed by both the gazebo's rust-colored top, and Fandango's rust-colored coat.

OK, so continuing with my theory, open a Google maps satellite image of hadley's point. Notice the area of hadley point campground that is a grassy clearing. It is a sillouette of Fandango as he appears on pg 5. Clearly you see two pointy ears and the snout stuck up to the right. Also left of that clearing is another that is a crude rabbit with pointed nose and long ear. Now west of that is Cove Ln. Which is the snake, same orientation as pg 5. Pel could have drawn that snake a thousand ways. Enough said.

The "bear right" and bunnyears.net (kitwilliams - I will mask it) have been explored with connection to this image.

Now, for the "snake-ear" combination next to the word framed CUNNING

SNAKE EAR looks like an anagram for "A SNEAKER" or NEAR SAKE (?, lol) but possibly

Above the "L" in "PLEASURE", on the elbow of the front limb, is a faint figure 8. This same figure repeated on the Sieur de Monts Spring on p. 56.

    .
    right frame phrase is
    FOLLOWS HIS NOSE
Fandango's nose is pointed to the red L / 7

    p. 7, same letter position (4th) is also "L" in I RULE THE SEA

    combining ... FOLLOW RULE

    ,,,,,,,,,,,,,,,,,,

as 'X' marks treasure, on p. 5, does the "fo X" in left frame, correspond to "fo LLOWS" on right frame ?

e.g., by taking out the red L, to yield "SLOW, X" ?

Since some interest has been expressed in the polybius application, will now begin a separate thread "Polybius Codes", using a simple p. 5 example.

    CQ

Also feels like a CQ, not yet a CQD, at this time in the puzzle.

    .
Noting the order of letters, as clockwise - the bottom of frame is normally read clockwise, but in the clockwise sense, the confirmation is given as to what follows phrase HIS NOSE
FANDANGO > FOLLOWS "HIS NOSE" > ERUSAELP ROF
    (appears yellow)

A lot of the lines connecting the red border letters seem to go through animals' eyes. N to D goes through the rabbit's eye; N to A goes through the snake eye; A to L goes through the bear's eye; N to I goes through Fandango's eye. The S seems conspicuosly left out of the pattern, unless I'm missing something.

This could be just word play on the word ISLAND: eye land.
