1. Brady is a geocacher, so I like the idea of the coordinates better.

A quick attempt combining latitude and longitude, north-south, east-west keeps sending me to water.

You can interpret it as 38d 33m 5s North, 77d 19m 33s West. I had to go bottom up on the longitude because 77 has to be a degrees value. These coordinates put you in Triangle, VA.

3. I keep ending up between Triangle and Dumfries, Virginia. That's where the road that's called Cato Court is.

4. I checked my binary encoding. I think X's and dashes have to be ones because they begin the number codes, and you would not start a number code with a leading zero.

The horizontal code has to go left to right to lead with a one. The verticle code could go top to bottom, or bottom to top. Bottom to top gives 77d 19m 33s. Going the other way gives 33d 25m 89s, which does not make sense.

Triangle is the only combination on land I could find that is consistent and simple. And it sounds like a neat little clue.
