    The first thing that came to mind regarding this clue was "Count R. Erskine". My initial thought was this is obviously an anagram. But if it were other than it seems, I'm now thinking Erskine is a name. Perhaps:

    Ralph Erskine: Swedish architect
    Erskine Caldwell: prolific author (banned books )
    Erskine automobile named for A. R. Erskine
    a town in Renfrewshire, Scotland

    Maybe the clue is telling us that what looks like morse code is not such thing. Has anyone been able to get a string of letters that say something coherent out of the morse? I can see "time" in the first bit, but nothing in the other two.

    Also what is noticeable is how similar the dots and dashes are to the o's and x's in the left side of the image. One of the groups is repeated and a second one is exactly the same sequence with one extra x.

    Maybe we have to read a transposition order out of them. Something like 6-6-3 for the columns and 7-5-6 for the rows.
